Prepares RePyability 0.16, the release tested against surpyval 0.26 (on PyPI since 31 Oct 2026).

• surpyval>=0.26 in pyproject.toml (the CI minimum-dependencies job tests this floor).
• Version 0.16 in _version.py and in docs/guide/saving.md. CHANGELOG has a [0.16] - 2026-10-31 section.
• Deprecations: 0.15 deprecated nothing, so 0.16 removes nothing. NEXT_REMOVAL moves to 0.17.
• CLAUDE.md and CONTRIBUTING are updated for the new minimum.

surpyval 0.26 removes RecurrentEventData, EventHistoryData.items and get_times_to_first_events(), and deprecates check_ph (removal in 0.28). RePyability uses none of these, so no code changes were needed.

Tested locally on Python 3.12 with surpyval 0.26 from PyPI (version checked in the venv):

• tests touching surpyval regression, joint, AFT, mixture and serialisation paths, plus the version, deprecation and removed-in tests and the API consistency and docstring tests: 1284 passed, 107 skipped. The only warnings are RePyability's own UserWarnings, none from surpyval.
• docs examples that fit surpyval models (condition-based, repairable, reliability, redundancy models, system maintenance, greeks, dependence, API nodes, README, saving): 10 passed.

The full suite runs on the release PR from dev into main.
