CI: cancel a pull request's out-of-date run when a newer one starts
RePyability 0.16 is tested against surpyval 0.26, which removes the names 0.25 deprecated; RePyability used none of them. 0.15 deprecated nothing, so nothing is removed; NEXT_REMOVAL moves to 0.17. RePyability 0.16: requires and is tested against surpyval 0.26 (#368). No library changes beyond that since 0.15; dev also carries the CI concurrency setting (#367).
