The v0.1.0-rc.3 release failed at signing (no envsubst on the runners); rc.4 carries the workflow fix. Same set of files as the rc.3 bump, plus a CHANGELOG entry. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
