chore(release): bump to 0.1.0-rc.5 - #131

The v0.1.0-rc.4 release failed at signing (cosign v3 bundle format); rc.5 carries the cosign v2 pin. Same set of files as the rc.4 bump, plus a CHANGELOG entry. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Bumps every crate and package from
0.1.0-rc.4to0.1.0-rc.5sov0.1.0-rc.5can be tagged with the cosign v2 pin from #130. The rc.4 release failed at signing and has container images but no binary release; the CHANGELOG records that.Same files as #129. Checks:
