Align Core for Maven npm release

Summary

• Bring Core's Vue and Go engine behavior in line with the CLI while retaining the merged Maven adapter.
• Normalize Windows physical paths so Vue package scope accepts real third-party node_modules and still rejects workspace symlinks.
• Allow a repository to declare Maven CI goal and profiles, producing verify -P run-its where configured.
• Add Vue scope/cache and Maven command regression coverage.
