Prepare Maven-capable npm release 0.1.12

Summary

• Bump @diffci.com/diffci to 0.1.12 and pin the compatible Core commit with Maven support.
• Load runtime analysis from the bundled Core package; fix the previously missing local-module imports in the npm tarball.
• Normalize Windows short paths for Vue package scope, document Maven limits and CI goal/profile configuration, and include the Cloudflare timing reports.
• Extend package smoke coverage to install the tarball and observe both JavaScript and Maven fixture repositories.
