Upgrade vulnerable Storybook, Vitest, zod, markdown-it, body-parser, and fast-uri dependencies. Keep Ember fixture peer resolution on the workspace CLI and retain the seven-day release policy with exact exceptions for two reviewed security fixes.

Why
Upgrade dotenv to 18 and patch vulnerabilities across the CLI and SDK test dependencies, including the critical Storybook advisory. The original lockfile also pulled an unrelated CLI release that was too new for the repository's seven-day package-age policy, blocking installation before tests could run.
Approach
Use the workspace CLI in the Ember test fixture and regenerate the lockfile with patched Storybook, Vitest, zod, markdown-it, body-parser, and fast-uri versions. Keep the seven-day policy, with exact-version exceptions only for the reviewed body-parser 2.4.0 and fast-uri 3.1.9 security fixes. CI workflows are unchanged.
Evidence
A frozen install passed the supply-chain checks. Local lint, production builds, published type checks, and the full CLI test suite passed: 2,002 tests passed, six were skipped, and none failed. The workspace dependency audit reports zero vulnerabilities. Comparing the lockfile against open GitHub alerts found only the withdrawn sprintf-js advisory; all active advisory ranges are addressed. Fresh CI ran as Robdel12 and passed the Node 22/24 test matrix, SDK unit and E2E workflows, and reporter/TUI visual tests. Vizzly visual approval remains a manual review.
