Replace LICENSE with PolyForm Noncommercial 1.0.0 (source-available, non commercial), set the SPDX license field in all package.json, add a two-line SPDX header to our TS/JS/shell sources, and add a README license section plus a CI header check. Contributions via pull request remain welcome; commercial use requires a separate license. Third-party server/src/qrcode.js (MIT, (c) 2009 Kazuhiko Arase) keeps its own license and is documented in NOTICE and excluded from the header check.

When CI or the release workflow runs npm ci, the workspace manifests now say 0.1.1-beta with the PolyForm license while package-lock.json still records the old workspace versions and Apache license metadata. That leaves the release install using an out-of-sync lock snapshot, so the install/publish path can fail before the new packages are built.
