Add a reusable Rust library and codex-commit generate to produce typed commit subjects and bodies from a caller-supplied public diff. Generation has explicit backend settings, bounded input/output, cancellation and a shared deadline; it performs no Git discovery or mutations.

The authenticated Codex CLI runs in an isolated ephemeral context. A local preflight inspects the outbound request and requires an empty tool catalog before inference. Schema, completion and message-quality validation fail closed without a fallback. Existing commit and optional push behavior remains covered by regression tests.

Release v0.6.0 through the existing protected source, crates.io OIDC, immutable GitHub and Homebrew pipeline. Add a downstream public-library compilation check to release verification.

Validation: workspace tests, formatting/Clippy, Cargo package dry run, Rust 1.85 check, independent review and restricted public-diff smoke.
