This PR contains a snapshot of 2025.1 from upstream stable/2025.1.

Adds a new configuration option webserver_verify_timeout (default
5 seconds) to prevent conductor thread starvation when validating
image URLs that point to unresponsive endpoints.

The existing webserver_connection_timeout (default 60 seconds) is
appropriate for image downloads but too long for validation HEAD
requests. Less privileged users can trigger validation via
instance_info fields, making this a potential DoS vector.

The new timeout applies only to HTTP HEAD requests in
HttpImageService.validate_href(). Download operations and other
image services (Glance, OCI, etc.) continue using their existing
timeout configurations.
