chore: WARDEN assurance ledger update and code audit - #175

- Audited recent commits for regressions and verified with existing unit tests. - Evaluated codebase entropy using Vulture; ignored cli.py dead-code warnings as per guidelines. - Added missing edge case test for string argument support in config loader. - Created and populated the required lifecycle ledger `.jules/warden.md`. - Synchronized `CHANGELOG.md` with a '[Pruned]' entry regarding the dead code audit. This PR completes the ATLAS-WARDEN core audit task by assessing codebase entropy and performing required documentation/ledger synchronization.
Actions taken:
