Bump sha1 to 0.11, sm3 to 0.5, whirlpool to 0.11, and streebog to 0.11. Keep a single digest 0.11 dependency for every hash feature.

Summary
Move the verity crate to one digest 0.11 dependency for every hash feature. Bump sha1 to 0.11, sm3 to 0.5, whirlpool to 0.11, and streebog to 0.11 so they share that single digest line. This clears the dual-digest build failures that blocked Dependabot updates on those crates.
Approach
Drop the separate digest 0.10 / digest-next split. Keep one private hasher wrapper over digest 0.11 DynDigest for all enabled hash features. Leave sha2 and related crates on their current 0.11 lines already in tree.
Verification
Branch tip CI on 83112cf is fully green (fmt, clippy, commit messages, cargo-deny, test, kernel, msrv, portable macos/windows, rustsec).
