To know when the restart finished, the code notes the database start time before scheduling, then waits for that value to change. But any restart changes it. If the database restarts for another reason while waiting, a failover for example, the code thinks our scheduled restart is done when it has not happened.

PostmasterStartTime is actually the "before" value, but the name sounds like the current one. BaselinePostmasterStartTime would read better.

The waiting step runs for every restart, not only scheduled ones. So a normal restart now also keeps its task open until the database is properly back. That is arguably better, but the PR title only mentions scheduled restarts, and anyone relying on the old quick finish will notice. |

Summary
This PR ensures that a scheduled restart task remains open until the restart actually completes and can be cancelled while waiting, instead of being marked complete as soon as Patroni acknowledges the scheduling request.
Changes
restart_instance.go(workflow): after requesting the restart, sleepuntil
scheduled_at(if set), then poll the instance via a new activityuntil the restart is confirmed complete, before marking the task done.
activities/restart_instance.go: capture a baselinepg_postmaster_start_timebefore scheduling; addWaitForRestartComplete(cancellable poll loop, using the same task-watcher pattern as
ApplyEvent) andCancelRestart(calls Patroni'sDELETE /restart)activities.
CancelRestartagainstPatroni, so cancelling the task actually drops the schedule instead of
only updating local task bookkeeping.
e2e/restart_instance_scheduled_test.go(new): covers a scheduledrestart staying open until completion, and being cancellable mid-wait.
