Cut 4.22.0, with translations and store notes - #713

Cut the Unreleased section of CHANGELOG.md to 4.22.0. Add the ten new strings of row, column and CSV editing in the 19 app languages. translate-app.py does not translate <plurals>, so edit_cells_stale has a translation by hand, with the plural forms that each language needs. Add the Play "What's new" text of 42200 in the 15 store locales. The English text names row, column and CSV editing, because these are the main changes of this release.
