Walkthrough
This PR adds CLA-manager roster computation, member-service publishing, DynamoDB stream handling, and an org-import backfill. It also changes GitLab group-removal rechecks, repository project-binding checks, approval-list authorization, CLA-manager provisioning, company-admin email rendering, GitLab request handling, and adds a duplicate-CCLA operations tool.
Changes
CLA-manager roster publishing
Layer / File(s)
Summary
Roster computation and member-service API cla-backend-go/v2/cla_admins/service.go, cla-backend-go/v2/member-service/client.go, cla-backend-go/v2/cla_admins/service_test.go, cla-backend-go/v2/member-service/client_cla_admins_test.go
The service builds rosters from current signed company CCLAs and publishes them through the member-service client. Salesforce IDs are normalized, and a conflict triggers one roster recomputation and retry.
Stream publishing and runtime configuration cla-backend-go/v2/dynamo_events/*, cla-backend-go/cmd/dynamo_events_lambda/main.go, cla-backend-go/config/*, cla-backend-go/utils/email.go
The stream handler selects affected organizations from signature changes and publishes their rosters. It can send alerts when configured. Runtime configuration adds the SSM enablement setting and optional publisher setup.
The command computes rosters in dry-run mode or publishes them in apply mode. It reports outcomes and can write a CSV report. Apply mode checks the feature setting, an AWS-derived timestamp, and confirmation unless --yes is supplied.
GitLab approval-list removal
Layer / File(s)
Summary
GitLab member resolution cla-backend-go/v2/gitlab_organizations/group_members.go, cla-backend-go/v2/gitlab_organizations/group_members_test.go, cla-backend-go/cmd/server.go, cla-backend-go/signatures/service.go, cla-backend-go/gitlab_api/client_groups.go, cla-backend-go/gitlab_api/client_groups_members_test.go, cla-backend-go/v2/gitlab_organizations/service.go
A resolver maps GitLab group entries to member usernames. The server registers it for approval-list removal. The GitLab service and API retrieve all direct group members across pages.
Removal rechecks and invalidation cla-backend-go/signatures/repository.go, cla-backend-go/signatures/approval_list_gitlab_removal_test.go
When a GitLab group is removed, the code resolves members of removed and remaining groups and rechecks approval coverage. It invalidates only uncovered employee acknowledgments.
Repository entitlement and project binding
Layer / File(s)
Summary
Entitlement and reuse guards cla-backend-go/repositories/service.go, cla-backend-go/v2/repositories/service.go, cla-backend-go/v2/repositories/organization_entitlement_test.go, cla-backend-go/repositories/repository.go, cla-backend-go/repositories/reuse_for_project_test.go, cla-backend-go/repositories/mock/mock_repository.go
Repository addition checks organization entitlement, project binding, and whether an external-ID record can be reused. Project-scoped writes enforce ownership conditions; exported wrappers expose existing validation helpers.
Repository disabling uses a project-binding condition. The delete handler verifies the binding before disabling and returning the repository.
Signature approval-list authorization
Layer / File(s)
Summary
Manager checks and handler updates cla-backend-go/v2/signatures/handlers.go, cla-backend-go/v2/signatures/approval_list_manager_test.go, cla-backend-go/v2/signatures/approval_list_handlers_test.go
The GitHub organization approval-list handlers require the caller’s username to match the signature ACL. They reuse the loaded signature’s project and company IDs in event data.
CLA-manager user provisioning
Layer / File(s)
Summary
Provisioning logic and tests cla-backend-go/v2/cla_manager/service.go, cla-backend-go/v2/cla_manager/provisioning_test.go, cla-backend-go/v2/cla_manager/user_record_test.go
The manager service returns existing EasyCLA user records unchanged. Newly created records set Admin to false.
Company-admin notification rendering
Layer / File(s)
Summary
Escaped email content and tests cla-backend-go/v2/company/service.go, cla-backend-go/v2/company/request_company_admin_test.go
The company-admin email body helper HTML-escapes caller-provided values before formatting the notification.
Duplicate-CCLA operations tool
Layer / File(s)
Summary
Planning, apply, verification, and restore utils/invalidate_duplicate_cclas_3958.py
The tool validates CSV rows against current records, writes plan and backup files, and defaults to dry-run mode. Apply requires approval and stage confirmation; restore uses the backup and execution journal.
GitLab organization request updates
Layer / File(s)
Summary
Callback and request handling cla-backend-go/v2/gitlab_organizations/handlers.go, cla-backend-go/v2/gitlab_organizations/repository.go, cla-backend-go/v2/gitlab_organizations/service.go
The OAuth callback checks UUID-generation failures and logs session-save failures. The console request uses the caller context and closes its response body. Related GitLab repository and service handling is also updated.
GitLab group membership pagination
Layer / File(s)
Summary
Paginated member lookup and gate cla-backend-go/gitlab_api/client_groups.go, cla-backend-go/gitlab_api/client_groups_members_test.go, cla-backend-go/v2/gitlab-activity/service.go, cla-backend-go/v2/gitlab-activity/service_group_gate_test.go
The GitLab API retrieves direct group members across pages. The activity gate uses the complete member list.
The test transport locks access to its shared request-call slice.

Explanation
The only active directly linked issue is #5276. The PR resolves members of the removed GitLab group through GroupMemberUsernames and GetAllGitLabGroupMembers, including pagination. It excludes members still covered by another approval-list group and invalidates only uncovered approved signatures. The added tests cover remaining coverage, pagination, lookup failures, unresolved groups, and the missing-resolver path. These changes implement selecting affected ECLAs and rechecking remaining approval criteria. They do not add the separate #5176 open-PR recheck behavior.

Explanation
The PR contains changes with no demonstrated connection to #5276. Examples include CLA-admin backfill and publishing for #4435, duplicate-CCLA tooling for #3958, security changes for ops issues #978, #767, #982, #747, #979, and #748, repository ownership and deletion changes, and unrelated GitLab, request-handling, and test changes. Their tests support separate objectives, not GitLab group-removal ECLA rechecks.
Resolution
Remove these unrelated changes from this pull request, or move them to separate pull requests linked to their own issues. Keep the #5276 GitLab group-removal implementation, resolver and pagination support, required wiring, and related tests in this pull request.

Restore only signature state changed by this run.
When an operator restores from a dry-run backup, restore() writes any backed-up signature whose current item differs from the snapshot. The backup includes rows from plans that were not approved, while apply processes only approved plans. A restore can therefore replace a signature this run never changed and erase another actor’s updates. Restore only rows changed by this run, and only while they still match the state this run wrote.

@lukaszgryglicki Understood. The existing maintainer-utils review policy limits findings to leaked secrets and actual syntax errors. I withdraw the restore-hardening recommendation under that policy. No production apply or restore is authorized.

CLA group deletion can leave stale cla_admin grants after the last valid CCLA is invalidated because event eligibility and roster selection ignore approval state.
Deleting a CLA group invalidates its CCLAs by clearing signature_approved, but leaves signature_signed and the ACL unchanged, so this eligibility check triggers no roster refresh. The roster reader also ignores approval state, leaving managers' cla_admin grants in place after their last valid CCLA is invalidated, even after a backfill. Require signed-and-approved CCLAs in both event eligibility and roster selection (v2/cla_admins/service.go), and add a regression for an approved-to-unapproved transition.

cla-backend-go/v2/dynamo_events/cla_admins.go:109-124 🗄️ Data Integrity & Integration | 🟠 Major | 🏗️ Heavy lift
Propagate CLA-admin publication failures to the stream boundary.
CLAAdminsEvent returns publication errors, but ProcessEvents only logs callback errors and returns no error. The Lambda handler also returns no error. The stream event is therefore acknowledged instead of retried.
Publish records the signature ID before the member-service write. The pending catalog is read only during a later publication. It does not publish by itself. CLAAdminsEnabled enables the stream publisher and the manual org_import cla-admins --apply command. No scheduled backfill is configured in the inspected repository.
A failed manager-removal publication can therefore leave the removed manager in the member-service roster until a later event or manual backfill. Change the dispatcher and Lambda handler to return failed record identifiers through the supported Lambda partial-batch failure response. This preserves retry behavior without relying on manual recovery.

Deferring the shared retry redesign in #5277 (review) - linuxfoundation/lfx-self-serve#4435 explicitly specifies log and alert for other errors; publisher activation remains gated on live validation and verified alert/backfill recovery.

Nothing blocking. One thing before the switch goes on:
lfx-self-serve#4362 rejects the whole list with 400 if any username or email is invalid, and Roster / entry send every signature_acl entry and stored email as is. One bad entry (usernames with spaces are a known case) would leave the whole company without cla_admin. Could we skip invalid usernames, and drop an invalid email (it's optional)? The exact rules need agreeing with Prabodh.
Small things:
requireSignatureManager returns 403 when GetSignature fails; a 500 would show it's an outage.
The backfill's source_updated_at comes from the clock of whatever machine runs it. Is it CI-only? A clock running ahead would make member-service ignore stream updates for that gap.
@ahmedomosanya addressed all three - invalid roster inputs filtered, signature-read failures return 500, and CLA-admin backfills use AWS time plus monotonic elapsed; exact validators remain gated on linuxfoundation/lfx-self-serve#4362 - PTAL.
