…udgets for load (HACK-1432) - Export the adopted command's fixed refused/cancelled messages as LEGACY_COMPOSE_ADOPTED_COMMAND_MESSAGES and import them in the completed-job diagnostics scenario instead of hand-copied literals; add one test per token (adopted-refused, adopted-cancelled). - Give the placeholder re-observation acquisitions an explicit, named probe deadline (PLACEHOLDER_RESCAN_PROBE_TIMEOUT_MS) and a test budget derived from their probe deadlines. - Cover the duplicate-key check in bridgeMembers() for a duplicate container ID and a duplicate endpoint placeholder. - Set a named file-wide per-test budget (FAKE_DOCKER_TEST_TIMEOUT_MS) sized from the product's probe deadline instead of Bun's 5 s default and ad hoc 10-30 s overrides.
