In preparation to remove expensive `XTypeElement` lookups during Hilt root processing (see b/567179772), update `AliasOfPropagatedDataMetadata` to use `ClassName` instead of `XTypeElement` since downstream consumers only need scope class names during normal compilation, resolving the alias type element only if a validation error needs to be reported.
