feat(mise): declare minimum mise version 2026.8.9 - #1232

Set versions.mise.hard in service.yaml so orc setup can read the minimum mise version from devbase before a developer laptop has private git access. CI already runs mise 2026.8.9. mise.toml carries the matching min_version that the stencil-base template renders. What this PR does / why we need it
Set
versions.mise.hardto2026.8.9, the mise version CI runs, so the developer CLI can read the minimum mise version from devbase during setup and install that version on laptops. CI and local machines then use the same mise. Devbase is public, so the value is readable before a laptop has private git access.mise.tomlchanges with it, because stencil-base renders the larger of this argument and its default (2026.3.2) asmin_version.Jira ID
