CLAUDE.md loads on each turn. A code change needs the rules for comments and commit messages, and it does not need the layout of a page. CLAUDE.md keeps the eight rules, the banned words, and the rule on contrastive framing. docs/writing.md holds the page layout and the voice, and CLAUDE.md says to read it before an edit to README.md, docs/, or planning/. Before: CLAUDE.md is 128 lines, and every agent turn loads all of it. That includes the page-layout and voice guidance, which only a page edit needs.
After: CLAUDE.md is 109 lines. It keeps what every change needs: the eight ASD-STE100 rules, "state facts", the banned words, and the rules on contrastive framing and restating, which also apply to comments and commit messages.
