Dockerize CI/CD #53

Most of the CI/CD pipeline lives in GitHub Actions, which isn't very reproducible. This issue tracks development of Docker packages to:

1. Handle specifying the environment that common CI tasks will be executed in
2. Orchestrate these environments together
