In .NET Core and .NET 5+, ProcessStartInfo.UseShellExecute defaults to false,
but several Process remarks still describe the .NET Framework behavior where it
defaulted to true. This PR:

  • Corrects the default value stated in the Process class remarks.
  • Updates the Start(String) and Start(String, String) remarks to say the file
name must be an executable, and explains how to open documents by using
ProcessStartInfo with UseShellExecute set to true.

Fixes #8727

System.Diagnostic.Process.Start(string) API documentation still assuming UseShellExecute being true by default.
