Stacked on #374 (its commits show here until that merges): adds run_to_failure, scheduled_replacement, failure_finding with optimal_failure_finding_interval (by a target on the mean unavailability, or by cost), and on_condition with optimal_on_condition_interval. Each gives the per-decision numbers (failure and replacement rates, cost rate, mean unavailability, share of warnings found), in model time.

Failure finding is exact for any parametric life (U = 1 - MTTF/(tau * sum R(j tau)); exponential closed form 1 - (1 - e^{-lam tau})/(lam tau)). On condition is exact for a fixed or fitted warning time with random inspection phase.

Checked against closed forms and seeded simulations of the plans themselves (cycles with tests; warnings with random phase), within four standard errors, and the intervals against dense scans. Docs, README use case UC-18, API pages and changelog updated.
