This PR adds the option for workloads using the cortex agents hub, to pass the `allowed_bots` config options to the underlying `claude-code-action`. This allows certain workflows to be triggered by bots such as renovate and is deliberately not enabled for all workflows, but an opt-in is required. …esources (#1349) ## Problem HANA flavor groups (and others with fixed RAM/core ratios) have `cores.hasQuota: true` in the secrets config so that Limes forwards the same quota value to both Cortex and Nova. However, Cortex does not actually manage cores quota — it only tracks RAM for commitments. This causes a redundant cores quota to build up in Nova, which can block VM scheduling. ## Solution When `cores.hasQuota: false` is set for a flavor group, Cortex now includes `"liquid-nova:set-unlimited-quota": true` in the `Attributes` of the cores `ResourceInfo` returned via the LIQUID `/v1/info` endpoint. This signals liquid-nova to keep the cores quota unlimited, removing the need for Limes to forward a finite cores quota to Nova at all. ## Rollout This change is gated on the config value `cores.hasQuota`. The attribute is not emitted until the secrets config flips the relevant groups to `cores.hasQuota: false`. No behavior change in the current deployment.
