Fix stale Access application path parameter tests

Changes being requested

This updates stale Access application path-parameter tests so they match the current account/zone routing behavior.

• Keeps the empty account_id validation assertion.
• Stops expecting a valid account_id call to raise ValueError.
• Applies the same correction to the sync and async list path-parameter tests.

I could not run the focused pytest command locally because pytest is not installed in my environment. The touched tests are also currently marked skipped in the generated suite.
