• An agent claims an issue before creating its branch or changing code. The claim sets the issue in progress and assigns the logged-in user, so another agent in the same repository can see that it is taken.
• An issue already in progress or in review is left alone. Resuming it from its branch or a handoff note keeps it.
• On an audit program, the claim happens before the issue's entries are read and before its subagent starts.
