Add security-only Landing maintenance following Bub: weekly/manual alert checks and quiet runs without alerts. Reuse matching Dependabot PRs and repair failed current candidates on their original branches; ordinary Main completions stay skipped. Direct workflow Action references use full commit SHAs.
Validation:
make check,make test(449 passed, 1 skipped), focused workflow lint, routing/query probes, and 11 Landing dependency-PR admission tests passed. CI on Python 3.10–3.14 passed after rerunning the existing Python 3.10 subprocess shutdown race.Uses the pinned-dependency commit from bubbuild/landing#72.
