ci: devkit-sync on demand only (DEC-079) - #25

Drops the nightly 04:00 UTC schedule; the workflow is workflow_dispatch only. A submodule pin is a deliberate dependency upgrade, and the schedule cost more than it delivered: 189 runs across the fleet produced 29 merged bumps, and from 2026-07-10 it silently no-op'd for three weeks behind the action_required gate. Bump deliberately with `make update-devkit`, or dispatch this workflow manually. Paired with the reusable-workflow fix that stops it deleting its own PR branch (agent-zero-plugin-development-testkit#54) — the delete is what closed 18 sync PRs, four of them already green.

Drops the nightly
04:00 UTCschedule — this workflow is nowworkflow_dispatch:only.A submodule pin is a deliberate dependency upgrade, not something that should land while nobody is watching. Measured across the fleet: 189 devkit-sync runs produced 29 merged bumps (51 PRs opened, 18 closed without merging). And from 2026-07-10 it silently no-op'd for three weeks — every night it opened a PR whose checks sat in
action_requiredawaiting approval, so nothing merged and nothing complained.Bumping still works exactly as before:
make update-devkit, or dispatch this workflow manually.Paired with testkit#54, which removes
git push origin --delete "$BRANCH_NAME"from the reusable workflow. That delete is what closed those 18 PRs — removing a head ref auto-closes its PR — including four that were already fully green. This repo needs its own commit because
devkit-syncdeliberately never writes.github/workflows/, so the template change does not propagate on its own.
