All three existed only as code comments, so they were invisible to anyone
reading the SPEC — and all three are load-bearing:
070 the red-proof gate runs under its own 30s test timeout (12 scenarios x
~113s = 22m40s otherwise), with coverage-parity and cap-adequacy guards
so the speed-up cannot silently weaken the gate it optimises
071 the devkit harness image is published, and PUBLIC on purpose: before it
existed every consumer rebuilt it inline at ~85s per run, and a public
image is what lets an outside contributor run the local loop with no
GHCR auth at all
072 the post-login landmark wait is explicitly 30s because the WebUI hydrates
~5s AFTER the redirect, straddling Playwright default and flaking ~50%
(measured: landmark at t=7.755s vs a ~7.4s deadline)
The numbering note now records the lesson rather than the debt: a decision that
lives only in a code comment is one nobody reviewing the architecture will find.

Closes the C3 gap. All three decisions existed only as code comments, so SPEC.md jumped 069 → 073 and anyone reading the architecture would never find them. All three are load-bearing:
SPEC.md now documents an unbroken DEC-060 → DEC-079.
The numbering note is rewritten to record the lesson rather than the debt.
