feat(web): watch dog babysits a pull request until it is green - #177
Getting a pull request merged means waiting on CI and AI reviewers, then fixing failures and comments, then waiting again, round after round, which is attention a person should not have to spend.
The pull request watch already wakes an agent on CI and comment changes, but nothing hands an agent that whole loop in one step or shows when the pull request is actually done.
Open pull requests now show a Watch Dog action with resolved check and review status. The action can start an agent handoff with instructions to monitor and address findings.

Merge Risk: Moderate · up to 63fc2
Watch Dog can miss a review remark posted between inspection and watch registration, leaving work unattended. It also understates known failing checks while details refresh. Resolve the registration gap before merging; the checks display issue is lower impact.

Low Risk
Web-only PR header UI and handoff prompt logic; reuses existing checkout/composer handoff paths without changing auth or server APIs.
Overview
Adds a Watch Dog control on open pull request headers so users can hand the full CI-and-review loop to an agent in one step, alongside existing resolve-conflicts and checkout handoffs.
The button reflects live readiness via resolveWatchDogStatus: clear when checks pass and review data is complete, pending while CI runs, attention when failed checks, unresolved threads (including outdated), or latest changes requested reviews need work, and unknown when checks or activity are missing or truncated. Tooltips explain each state; when everything is clear the label shows All clear.
Clicking starts a watch-dog handoff with buildWatchDogPrompt, a step-by-step instruction to triage current failures, call watch_pull_request, fix issues in batched pushes, reply on threads, and unwatch_pull_request when done—matching the existing PR watch tooling. Unit tests cover status classification and prompt content.

Pass the list checks state to Watch Dog when detail checks are stale.
When the list rollup reports failing checks and the detail checks are stale, checks is passed as []. resolveWatchDogStatus then sees no failure and returns unknown, not attention. Pass checksState to the resolver so a failing rollup counts as attention.
