feat(release-please): require minor bumps before 1.0 - #25
Medium Risk
This is a breaking change for any repo using the shared action without explicit bump-minor-pre-major: true, and it alters enforced versioning semantics for pre-1.0 releases organization-wide.
Overview
The release-please action now requiresbump-minor-pre-major: true on every package (effective value), alongside the existing include-v-in-tag rule. Configs that omit it or set it to false fail validation, because release-please’s default would let a breaking change jump to 1.0.0 instead of a minor bump.
Policy implementation:bump-minor-pre-major moves from an optional per-repo strategy flag into releaseRules with required: true and native fallback false, so omission is treated as non-compliant and must be set explicitly.
Docs: The README states the shared pre-1.0 behavior—fixes → patch, features/breaking → minor—and that reaching 1.0.0 should be a deliberate Release-As, not an accidental major bump.
Tests: Fixtures and CLI/runtime-guard cases include the flag; new coverage rejects omitted bump-minor-pre-major; policy rejection tests treat false like other mandatory true settings.

The release policy now requires bump-minor-pre-major and include-v-in-tag to resolve to true. The documentation describes pre-1.0.0 version bumps and the explicit Release-As decision to reach 1.0.0. Tests cover the required setting and related policy checks.

Summary
Release rule and documentation actions/release-please/lib/index.mjs, actions/release-please/README.md
The release rule sets bump-minor-pre-major as required, with a fallback of false. The documentation describes the required settings, pre-1.0.0 version bumps, and the Release-As decision to reach 1.0.0.
A permitted configuration can release 1.0.0 without an explicit decision or bump a fix as a minor release. Reject the conflicting strategies before merging.

Explanation
The description states the intent: versioning below 1.0 should be the same across repositories, with fixes bumping the patch and features and breaking changes bumping the minor. It also explains why the bump-minor-pre-major setting should not be left to each repository. This relates directly to the README, validation, and test changes in the summary.

Reject versioning strategies that override the required bump policy.
A package can pass validation with "bump-minor-pre-major": true and "versioning": "always-bump-major". Release Please’s always-bump-major strategy then selects a major bump regardless of that flag, so a release from 0.3.0 can become 1.0.0 without Release-As. The permitted always-bump-minor strategy also makes fixes bump the minor version. Reject strategies that violate the stated policy, or narrow the policy claim to the strategies it actually covers. Update the versioning validation around the always-bump-patch check so packages
using bump-minor-pre-major cannot select always-bump-major or always-bump-minor;
retain the existing rejection of always-bump-patch and allow strategies that
preserve the required bump policy.
