Integration: fork-release on the GCP rust-heavy runner, x86_64 only (WI-1514) - #30

GitHub paused every workflow on the fork over Actions usage. The release build moves to the self-hosted rust-heavy runner, whose image now bakes the musl build packages; a sudo shim skips the upstream script's apt-get there. aarch64 is dropped: every consumer is x86_64. FORK.md records the workflow cleanup and the postmerge-ci follow-up.

The integration PR for the fork:
fork-releasebuilds x86_64 only, on the self-hosted GCPrust-heavyrunner (imagegha-rust-heavy-20261015-0145with the musl build packages baked in). The publish job stays on ubuntu-24.04. GitHub had paused this fork's workflows over Actions usage.fork/mainalready carries WI-1514 (#28). Merging this publishesfork-<sha>, the first release containing the MCP-startup fix, which Vogt dev then pins.🤖 Generated with Claude Code
