Closes #1040

• Add numeric minimum and maximum dimensions.
• Use an 8%–92% default resize range. Cap custom maximums at workspace size; maximum wins when minimum exceeds it.
• Keep the resize handle and visible panel aligned at their limits.
• Make minimized side bars fill the workspace height, including short panels.
• Restore by clicking the minimized heading or bar; keep Close independently clickable.
• Keep header controls usable in very small panels.
• Update documentation, Storybook examples and tests.

Validation

• ✅ npm run lint:ci
• ✅ npm run build
• ⚠️ Full test suite: 2,599 passed, 1 failed. The existing Calendar test expects Jul 2025 but receives juuli 2025. No DockPanel tests failed.
• ✅ npm run build:sb
• ✅ Checked the updated behaviour in Storybook.
