Releases Socket Python CLI 2.10.1 and updates the default reachability engine from
@coana-tech/cli15.10.51 to 15.10.54.The pin in
DEFAULT_COANA_CLI_VERSION(reachability.py) drives default--reachruns unless callers pass--reach-version latestor an explicit semver.
