Merge only after fuel-backend #1415 is live in prod (s-21 merges it then). Until #1415 deploys, Garmin and COROS copies never merge onto another service's card, so this sentence would describe behavior that isn't live yet.

What changes for coaches reading the guide: the Coach API section on sessions that stay on Saturday now says that a workout recorded by Garmin or COROS alone is withheld, and that a workout which also reached Saturday from another service comes back with only that other service's details.

Source: fuel-backend #1415 (cross-provider dedup, Alex's 4C: "yes to both"), which sends coach tools a merged workout minus only its Garmin- and COROS-sourced fields.
