Scope
Two files only: heartbeat workflow and workflow regression tests. Add typed workflow_dispatch notify_on_success default false; schedule always quiet. Ignore legacy repository success-notification variables. Existing failure alerts and evidence publishing unchanged. No broker/strategy calls.
Verification
Root independently reran 11 workflow tests: pass. Worker RED-to-GREEN, Ruff, actionlint, compile and patch checks passed. Reviewed tree 787f91b996feffea4ea0c436eabd2670d23a32ce.
Acceptance boundary
No manual heartbeat dispatched yet, no runtime or trading acceptance claimed.
