公共 CI 曾将私有核心源码和只读 deploy key 放到 public runner，扩大源码信任范围。移除 admitted-service，公共 CI 只构建 wrapper 与检查工作流；准确 SHA 的集成测试改在 private AIGateway 执行。wrapper 固定依赖 2.0.3 核心，旧 secret 暂保留但不再消费。
验证：ruff、actionlint、diff 检查通过；合并前使用 private 集成工作流验证准确 Quant/QPK 源码与新核心。不改变业务 monitor 或项目准入。
