Replace the fixed VPS model service, SDK and strategy workflows with Quant project admission for PersonalAIService v2. Move business work into owner repositories and retain monitor report consumption.
Integrates the latest main notification fixes and preserves the frozen notification-only operation in a separate workflow. Protected CI reads approved private runtime source through a dedicated read-only deploy key. Required actionlint and test checks are retained.
Validation: 108 integrated wrapper/report/notification tests passed with installed v2 dependencies; private-source CI runs on this PR. Native login and production activation remain separate acceptance steps.
