Increase number of ocean levels, with higher density near surface. Also update calibration targets, using only north and north_east regions for calibration.

Testing

I processed the Greenland OCX forcing with these settings. Compare these with the previous settings in #979:
en4_region_assignment
profile_01_central_east
profile_02_central_west
profile_03_north_east
profile_04_north
profile_05_north_west
profile_06_south_east
profile_07_south_west
thermal_forcing_at_representative_ocean_levels

A test run shows that this results in reasonable melt rates (July, 2007):

(note: the calibration achieved 10 m/yr average melt for north and north_east over the 2002–2012 period, which is why this time series starting Jan 1 2007 does not produce exactly 10 m/yr to start)
