Without -r, ccdb add silently put the data to every run (0–inf). It now refuses and names the forms: -r MIN-MAX, -r MIN-, and -r 0- for every run. Nothing is written when it refuses.

Behaviour change. Scripts that omit -r stop with the message; adding -r 0- restores the old meaning. Worth a line in the Hall D announcement.

Callers updated: four test modules, the CLI smoke workflow, docs/cli.md. New test test_add_requires_run_range; the affected modules pass.

Closes #47

Without -r, `ccdb add` silently put the data to every run (0-inf). It now refuses with a message that names the
forms: -r MIN-MAX, -r MIN- and -r 0- for every run. The tests, the CLI smoke workflow and docs/cli.md that relied
on the old default pass -r 0- explicitly. A behaviour change for scripts that omit -r: they stop with the message
and write nothing.
