Draft PR opened by the dream engine on a GATED ACCEPT night (2026-10-06-VisionFlow, run dd193f2c5e925a9b).

Candidate tree f59e1ef43b873458976e440047bda3e1427a68d4 was applied in isolation and the required evaluators re-run against it: build-check=PASSED, links=PASSED, meta-tags=PASSED, structured-data=PASSED. Witness b749fc421f75.

A human decides the merge — evaluation is not promotion.

Finding: Given the built page's only crawler-policy artifact is dist/robots.txt while the meta-tags receipt shows robots: 0 on a page whose social card is 1280×720, when a single <meta name="robots" content="index, follow, max-image-preview:large" /> is inserted after the meta description in website/static/index.html, then the meta-tags scan reports robots: 1 with required-missing: 0 and META-SCAN-OK, links stays 13/0, structured-data stays json-ld-blocks: 2 / parse-errors: 0, and build-check passes at ≈ 60,260,076 bytes.

The engine's self-commit did not land either row. The 4 Oct row was
blocked by a stale, empty .git/index.lock left at 2026-10-03 19:22Z, now
removed. The 3 Oct row predates the lock and its cause is unexplained.
