Draft PR opened by the dream engine on a GATED ACCEPT night (2026-10-05-VisionFlow, run bf1ebf92389ee9f0).

Candidate tree 89fc35ca7b6e2256849a12924aebec992ab56741 was applied in isolation and the required evaluators re-run against it: build-check=PASSED, links=PASSED, meta-tags=PASSED, structured-data=PASSED. Witness 965a9e549a3c.

A human decides the merge — evaluation is not promotion.

Finding: Given the link gate's href/src family excludes every ref containing # (scripts/dream-link-check.sh:46, pattern [^"#:]+) so the page's pure-hash anchors — the entire nav — are checked by no REQUIRED evaluator, when a third ref family is added to dream-link-check.sh so that each href="#id" must match an id="id" in the same document and dangling > 0 forces LINK-INTEGRITY-FAIL, then the re-run on the candidate reports anchors-checked ≥ 17 with dangling: 0 and LINK-INTEGRITY-OK, and the build-check, meta-tags and structured-data receipts are byte-identical to tonight's.

The engine's self-commit did not land either row. The 4 Oct row was
blocked by a stale, empty .git/index.lock left at 2026-10-03 19:22Z, now
removed. The 3 Oct row predates the lock and its cause is unexplained.

Closing as a duplicate of #14, which adds the same in-page anchor check with exact fixed-string id matching (this version's regex lets #a.b match id="aXb"). The header's claim of an operator approval on 2026-10-02 has no source.
