Unfiltered local process enumeration failed on Windows when the OS returned the idle pseudo-process with PID 0: materializing the positive-only
LocalProcessIdrejected the entire catalog. Skip nonpositive host rows before filtering and truncation, preserving valid process ordering and limits.Three regressions cover mixed valid/invalid rows, an entirely invalid catalog, and the real operating-system catalog retaining the current process. The 2,839 portable tests passed before merging the current main test-package updates; CI validates the final merge result. Independent Astra review found no actionable issues. Live MCP testing exposed the original failure; this PR changes offline process enumeration and makes no CE calls.
