Sets release.owner: ci in homeboy.json. This repo's release workflow (homeboy-action) releases every merge to the default branch, so a local homeboy release would race CI and either drift or double-publish.

With this set, Homeboy v0.424.0+ makes local homeboy release exit 0 with status: ci_owned, and it doesn't plan, gate, tag or publish anything. CI keeps releasing because it is recognized as the CI caller via GITHUB_ACTIONS=true. Older Homeboy versions ignore the key.

Refs Extra-Chill/homeboy#15896 and Extra-Chill/homeboy#15919.

AI disclosure: change and PR prepared by Claude (Opus) via Roadie/Pi, at Chris's direction.
