rbac: remove the auth_surrealdb provider profile - #1402

SurrealDB was a pattern to study, not an auth provider of this stack. Drops AuthProvider::SurrealDb and the 0x0B05 codebook mirror row (OGAR does not mint it), and the SurrealDB wording in the ScopePath docs and the board entry. ScopePath itself is unchanged. #1401 added an
auth_surrealdblogin-provider profile next to the nested scope path. The profile was a misreading: SurrealDB was meant only as a pattern to study for how an access-control kernel is written. It is not a provider this stack authenticates against. This PR removes it and keeps the scope path.Changes
