ci: move PR checks to GitHub-hosted runners - #42

Move ci.yml pr-agent.yml off the single self-hosted hyrule-public-pr runner. These jobs need no infra network access and no secrets beyond GITHUB_TOKEN (pr-agent's OPENROUTER key stays limited to same-repo PRs and trusted slash commands under pull_request). Post-merge promotion/deploy jobs stay self-hosted.

Moves the PR-check jobs in: ci.yml pr-agent.yml from
[self-hosted, linux, x64, hyrule-public-pr]toubuntu-latest(free and parallel for public repos) to remove the shared single-runner queue.Each job was checked: no internal hosts / IPv6-only infra, no self-hosted-only tools (setup-python added where the job relied on the runner's system Python), no secrets beyond GITHUB_TOKEN. pr-agent keeps its fork guard (same-repo PRs or OWNER/MEMBER/COLLABORATOR slash commands,
pull_requestnotpull_request_target).Stays self-hosted: request-promotion / deploy workflows (post-merge, use promotion app secrets).
