Subject: [PATCH] docs(readme): add CI and Dev-Centr docs badges to header

Align centered GitHub banner with org README standards: workflow status
shield and Docs | Dev-Centr link to the Antora component. Mirror badges
on the non-env-github AsciiDoc path. Record in changelog.
